Abstract

Human resource management (HRM) has evolved from a largely administrative, personnel-record-keeping function into a strategic organizational capability widely regarded as central to achieving sustained organizational effectiveness. This paper examines the relationship between human resource management practices and organizational effectiveness, drawing on the resource-based view of the firm and the Ability-Motivation-Opportunity (AMO) framework as theoretical anchors. Using a qualitative synthesis of established human resource management and organizational behaviour literature, the paper interrogates how core HRM functions, recruitment and selection, training and development, performance management, compensation systems, and employee relations, contribute to organizational effectiveness through their combined effects on employee capability, motivation, and engagement. The paper argues that organizational effectiveness is not a direct or automatic outcome of HRM activity but is mediated by the extent to which HRM practices are internally coherent, strategically aligned with organizational objectives, and consistently implemented across organizational levels. Particular attention is given to the public sector context, including Nigerian public administration, where rigid civil service structures, bureaucratic recruitment processes, and limited performance-linked incentive systems have been documented as constraints on the translation of HRM investment into measurable organizational effectiveness gains. The paper concludes that organizations seeking to maximize the effectiveness returns of their human resource management investment must prioritize strategic integration of HRM functions, consistent implementation, and context-sensitive adaptation of practices, particularly within bureaucratic and public sector settings.
